WASHINGTON (AP) -- Thousands of weapons the United States has provided Iraqi security forces cannot be accounted for, and spare parts and repair manuals are unavailable for many others, a new report to Congress says.

The report, prepared at the request of the chairman of the Senate Armed Services Committee, Virginia Republican Sen. John Warner, also found that major challenges remain that put at risk the Defense Department's goal of strengthening Iraqi security forces by transferring all logistics operations to the defense ministry by the end of 2007.

A spokesman for Warner said the senator read the report over the weekend in preparation for a meeting Tuesday with Stuart W. Bowen Jr., the Special Inspector General for Iraq Reconstruction.

This item should appear above the fold in "The Washington Post" tomorrow.

It's already frontpage news in today's edition of the New York Times: 'U.S. Is Said To Fail In Tracking Arms Shipped To Iraqs - Federal Study's Finding'

Another bullet for Dem talking points.

Are you telling me that you did not panic yet?! I changed my underwear at least five times since this story was posted, this story for sure will make the democrats win 380 seats in the House and 72 seats in the Senate. (Extreme sarcasm).

Of course it's a non-story. That's why I called it the October Surprise. Someone leaked this report to the NYT, just in time for the mid-term elections.

Don't shoot the messenger...

The facts are that they are not closely inventoried by the Iraqis (nor in some cases by the Pentagon), not that they are actually "missing".

What the report identifies more than anything is lack of good organization by the Iraqi security forces. It cannot definitively say that the lack of clarity in the Iraqi record systems means that all 14,000 of the items are not in the hands of Iraqi security forces. But, that is what we are supposed to guess the report "documents", which it doesn't.

There is a lot of turn over in these army and security forces. Guys take off to take their pay home and don't come back. Probably due to that.
