This doesn't make sense to me. Here's a picture I'm using on a discussion board:

The inked finger means "Look, I voted." It indicates pride in being a new voter in Iraq. They didn't put ink on the middle finger, just the index finger. Pride in voting doesn't jive with a "FU" message. Or maybe I'm not understanding the explanation.
