Oddly enough, he wasn't.
He was elected to the position of Resident Judge for the Fourth Judicial Circuit in June of 1984 and served continuously in that position until his retirement on June 27th of 2000. Judge Cottingham still serves in the capacity of an Active Retired Circuit Judge. During his tenure on the circuit bench, he served as Vice President and President of the Circuit Judges Association and served upon the Circuit Judges' Advisory Committee and the Judicial Standards Committee. He is a graduate of the National Judicial College (1984) and served as Faculty Advisor in 1993.

Maybe that judge should appear alone before the rapist for a while in order for his 'honour' to be convinced that the man is an animal and should have been put out of his misery the first time.

I don't know, but that judge should be in front of another judge. The prosecutor had tried to be clear that this animal was still a real danger to society. The judge chose to ignore the clear warnings. Now two more innocent victims (that we know of) have now paid the price for this incompetent judge who should share in the rape penalty of this animal.
