I have come to believe the driving motivation behind the delay in rebuilding are simply because the "power that be" do not want to see the towers built while President Bush is in office. They don't want the administration given credit, whether direct or indirect for the achievement of a crowning triumph during a time of war. They also want to deprive the nation of the boost in moral at a time when it would unite the nation in favor of the battle against terrism.
I believe that they secretly hope that the towers can be rebuilt while "President Hillary" in running the show and that will be used as a beacon of successful that her administration can claim. After all, NY is "her state".
I don't think one needs to look any further than that.
