This was known at day 3 of this over a week ago. Only the AP implied that pages were under 18.

He abused his authority and obviously has a thing for "barely legal" teens. He deserves to be kicked out of public life and should never hold a managerial position of any kind again.

But no, he's not a criminal...not now, anyway.
