Secret CIA prisons were used by Bill Clinton PRIOR to 9/11. They were used for captivity of two Serbian soldiers (Boban Milenkovic, Sesko Tairovic) during Clintons agression on Serbia in support of muslim uprising in Kosovo in 1999.

Yes, and related to it his violations of federal campaign laws by illegal conversion of funds. Anyone else would be in prison for that too. But no, since when caught he adopted his typical stance of convenience posturing by pretending to be all for campaign finance reform (You know, the ole "Stop me before I kill again" position), the media gave him a free pass...and he kept Janet Reno sufficiently intimidated and in fear of her job (probably threatened to out her) such that she refused to appoint a special prosecutor to look into Billy Boy's campaign finance shennagins.
