WASHINGTON, Oct. 11, 2006 Iraqi police and coalition forces captured two insurgents Oct. 9 in Samarra, Iraq, and Iraqi police shut down an insurgent financial operation Oct. 9 in Tikrit, military officials in Iraq reported.
Iraqi police and coalition forces conducting a joint patrol captured two suspected insurgents who were attempting to enter Samarra by vehicle through a gap in the citys surrounding berm. A search of the suspects vehicle revealed a sniper rifle. The individuals were detained for questioning.
The combined patrol also apprehended an individual after receiving small-arms and indirect fire at a checkpoint. After determining the point of origin of the indirect fire, Iraqi police found and detained a man who had a mortar tube and mortars in his possession.
Elsewhere, local police, supported by special Iraqi army forces, conducted a raid Oct. 9 in Tikrit against a local hawala allegedly used by individuals and businesses to provide financial support to insurgent groups. Police detained 16 individuals.
The hawala, an informal local financial system for banking and money exchange, was allegedly being used by insurgents and criminals to hide money made through illegal activity and illegally funneled into Iraq. The daylight raid was based on tips from Iraqi citizens.
Iraqi police and army forces, with coalition advisors, shut down the suspected illegal financial activity that was directly supporting foreign fighters and the ongoing insurgency. This support was directly responsible for attacks targeting Iraqi civilians as well as Iraqi security and coalition forces.

I know Iraqis are allowed one AK in the house for protection. But it would seems to be a big step forward if the mere possesion of AK's or an RPG or mortar rounds or any offensive weapon outdoors should lead to summary execution.
If you are toting a sniper rifle and sneeking through the berm, you sure are up to no good.
Notice the PC "insurgents"? How about murdering terrorists instead?
They catch insurgents sneaking in with a snipers rifle they should put them in front of a firing squad and make examples of them.
