I'm not asking that at all? The SPP is being funded but Congress never approved of it and never authorized it.
There is a substantial agenda being sold to the public on SPP.GOV. There are many in and out of government working on it to make it a reality. Why has it not been presented to Congress for authorization?
Why has this freight train crossed the Rio Grande without approval?
North American Perimeter Security: Mexico and Canada grant the US the authority to secure their borders. If the US can control who and what are entering Mexico and Canada, the US will have beter control over who and what are entering the US from each of those countries. Plus the freight train can cross the border without slowing down.
