So, what you really should be asking is what are the bill(s) numbers and how much will it cost? Or, to what degree will Central America be included? Or, why does immigration reform have to be put in place prior to perimeter security? Or, how fast will the freight train be going when it crosses the Rio Grande?

I'm not asking that at all? The SPP is being funded but Congress never approved of it and never authorized it.
There is a substantial agenda being sold to the public on SPP.GOV. There are many in and out of government working on it to make it a reality. Why has it not been presented to Congress for authorization?
