I don't think so. Look at the Transcript. It was a necessarily muted response, but there's a lot of information in it.
Note, for example, that he has talked with the other (non-NK) leaders of the "six-party" group, and they're all on the same page. That's big.
Look at who else he calls out by name: Iran and Syria. That's big. Look also at his explicit mention of "non-state powers." That's huge.
Finally, in the context of all that, he separates the NK people from the leadership. That's the biggest thing -- it's a threat to Kim and his regime, and Kim will understand it that way.

I hope just me at first thought it was weak and that does not matter because I love the President and think he always does a great job and really cares about America.
