The headline is misleading. The money will still be spent on a fence, but there is flexibility in what that fence will look like. It won't be the same design in all places. In some places, it will be electronic. That doesn't seem unreasonable to me.

Virtual fence is a real nothing.
A border patrol agent 200 miles away is still powerless.
Agents can be paid off (as seen in the past)
A physical barrier will work. The fence is SUPPOSED to be a high tech barrier or smart fence!

Ill withhold judgment for now but this article suggests the money will be spent on a so called "virtual" fence. Otherwise known as "not a fence". If true its a case of deception plain and simple.
