Shop owners are getting robbed more because the criminals know that the store owners and employees can not easily defend themselves...
It's worse than that. The laws are fashioned to favor the criminal. If you defend yourself in the UK, you risk being prosecuted for assaulting the criminal. They have no reasonable concept of justified acts of self defense.

Apparently not - over the past 10 years the average annual murder rate in the UK has remained at just over 800 per year with a 60m population. On average, 62 of those 800 murders are committed with firearms. The numbers have dropped a little each year since 2002. For the sake of comparison, the total number of murders committed in the US in 2002 was 16,110.
