Are you saying that Foley is a Pirate? Because that's the only crime under the Constitution that Congress punishes.

still think Foley should be OUT...but if the person was 18+, there was absolutely no crime. But as I understand it, the age of consent (in DC) is 16. (not defending Foley's actions)
