As for the "make 'em read it" part, Ron Paul has H.RES. 709 currently on the table. Prevents passage before enough time has gone by for the Reps to read it in it's entirety. Giving them time to read it, will not make them read it. To make them read it, force them to pass a (proctored) test on the contents. If they don't get a perfect score, then their vote doesn't count.

If a nominee answers yes, he gives them a copy of the Constitution so that they can prove it.
