What he was talking about was really, really, really distorted as usual by the MSM. In a devastated country after so many years of total destruction (we did this after WWII in Germany, Italy, and Japan) is talking low level (most obvious are those who ran the electric and water plants and low level officials -- because are the ones who have the knowledge and experience) and integrating them into the present system. He was NOT -- (I repeat NOT and I repeat NOT and again I repeat NOT) talking about those who commited terrorist acts. In a country like Afghanistan after so many years of taliban rule if you weren't or didn't at least profess to be ture to the taliban -- you didn't live. EVERYONE still alive in the country who had any type of a job or skill was part of the taliban. NO ONE in the country of working has even the slightest knowledge or skill for anything. This is how a system like that works. The idea is to take those at the lower end of the "party" and put them back in charge of infrastructures and civil affairs until the next generation can be trained and educated.
