In a country like Afghanistan after so many years of taliban rule if you weren't or didn't at least profess to be ture to the taliban -- you didn't live. EVERYONE still alive in the country who had any type of a job or skill was part of the taliban. NO ONE in the country of working has even the slightest knowledge or skill for anything. This is how a system like that works. The idea is to take those at the lower end of the "party" and put them back in charge of infrastructures and civil affairs until the next generation can be trained and educated.
