Billionaire Ted is just opening himself up to all sorts of potential extortion or kidnapping possibilities here.
Someone is going to threaten the CNN building in Atlanta, or kidnap a member of Turner's family, because they know for a fact that Turner will just give that person what they want. And what they want will come from Ted's seemingly endless pocketbook. And Ted can say these things because (A) he's a wackjob, and (B) he has more money than Zanzibar.
After a few of these fleecings, his pocketbook won't seem so endless.
