The city will require businesses seeking to take advantage of millions of dollars in tax incentives and grants following Hurricane Katrina to use as many local and minority-owned firms as possible, Mayor Ray Nagin announced Monday.
Nagin signed an executive order requiring large businesses seeking tax breaks and other incentives to use 50 percent local businesses and 35 percent women- or minority-controlled businesses whenever possible.
Similar requirements have been in place for government contracts, but the order expands the requirement to businesses asking for assistance promised by various federal hurricane recovery programs.
"We just want to make sure we don't go back to a city of haves and have-nots," said Nagin at news conference where he announced the signing of two other executive orders on rebuilding. "This is imperative, not only for us but for our kids and grandkids."
The two additional orders require a list of pending projects to be developed so that small businesses are aware of potential contracts and that businesses planning developments account for historic and natural resource effects in their proposals.

Why do the rich get richer and the poor stay poor? Personal federal income tax. Voted in by the masses as a punishment for the rich but that backfired, didn't it?

Does minority owned include hispanics? I doubt it. The people of New Orleans got exactly the type of politician they deserve.

The federal government does it all the time.
For those not cognizant, a cottage industry has evolved surrounding SBA Small minority and disadvantaged business privelges where midlevel management professionals frequently transfer between businesses. Some are adept at beginning them to take advantage of the government programs, then after they exceed the qualifications to be labeled disadvantaged, the same members who made the business transfer to other startups.
