The Bush administration can continue its warrantless surveillance program while it appeals a judge's ruling that the program is unconstitutional, a federal appeals court ruled Wednesday.

ARTICLE SNIPPET: "A $3 million ransom has been demanded for the safe release of the 19-year-old son of a Central businessman who was kidnapped on Monday night, just mere metres from his fathers transport company in Carapichaima.
Riaz Khan, of Arena Road, Freeport was across the road from his fathers business Khanson Transport Company Limited, Jerry Junction, Waterloo Road, Carapichaimawhen he was kidnapped by two gunmen.
Khan is the second of three children for Nazam Khan and his wife Vindra. Khans kidnapping was recorded as the eighth for the year.
Head of the Anti-Kidnapping Squad (AKS), Supt David Nedd said the case was being treated very seriously."
