It's likely not, unless the offense occurs in a jusidiction where molestation would include electronic communications of a sexual nature.

I don't think that that constitutes molestation. Its creepy and pervy and he should resign in disgrace for it but absencse of any proof of physical contact i'd be hard pressed to call it molestation.
