No. We were arming only Massood and HIS mujahadeen. OBL tried to hijack Massood's successes. Many others in Afghanistan were trying to kill Massood. Massood was the one who stood up to the Soviet Red Army. After we left Afghanistan, we stopped arming him with what he needed.

Hekmatyar's organization was also reported to have received arms. It was a complicated situation, with shifting alliances. That may appear regrettable in hindsight, but it did contribute to the downfall of the Soviet Union.
