In the Wallace interview, Clinton used the word 'kill' many times. Reports I've heard/read indicate he was concerned about killing him because of the prohibition on assassination.
So, he wouldn't take him on a silver platter and wouldn't kill him. Osama on the loose is the only other option. I have no idea why.

That makes no sense either and can't be the case because the other nations offered to turn him over, not kill him. Bill could have turned him over and put him away for life because of terrorist acts and declaring open war on our country.
Assassination didn't have to be an issue.

I was surprised that he called it a political document since the 9/11 commission was stacked with HIS political allies.
The investigation was carefully guided to avoid revelations or statements damning to Clinton. Berger probably got a heads up on the direction of the panel from Gorelick and BenVeniste so he'd know what documents were in their sights.
