Rumsfeld's tactics are correct. He knows the Army must be reformed and that the only way to force the Army to reform itself is to stress the organization. The top generals have too much invested in the current system to make anything more than cosmetic changes, unless events force the leadership to make changes.

But his strategy stinks.

If the objective is to shrink the Army, of course he is tactically correct.

After the Army shrinks,where is he going to get the forces to occupy Iran, Pakistan, Saudi Arabia, Yemen, and Somalia?
