Rumsfeld's tactics are correct. But his strategy stinks.
If the objective is to shrink the Army, of course he is tactically correct.
After the Army shrinks,where is he going to get the forces to occupy Iran, Pakistan, Saudi Arabia, Yemen, and Somalia?

No one accuses Rumsfeld of attempting to "shrink" the Army. He knows that the top brass will not break the World War II organization mold unless forced to do so by events and budgetary pressures.
The other services made organizationals changes years ago. Why has the Army been so reluctant to change?
And who says the US is going to "occupy" any of the places you mentioned?

the Army isn't shrinking and I'd be willing you bet you're just blowing smoke, e.g. there are NO plans to occupy any of those countries at this time.....
