He is very mixed up. Conservatives critized him for ordering the launch of TLAMs against Afganistan camps and the famous "asprin factory" on the eve of his impeachment to try to divert the press (which worked!). That was viewed a a form of wag the dog as I recall. However, NO ONE ever critized him for going after OBL too hard because... he didn't go after him very hard at all.
