clarke is stating that the Bush Administration made one of the first things that they did on terrorism, was to look at what klintoon had been procrastinating on doing since October of 1998. IOW, Bush was going to look at implementing recommended findings that klintoon chose to ignore (during the last three years of his administration)... the rat ba$tard (klintoon)!
