It's actually one of my pet peeves, though not the way you think. It rarely appears in quotation marks, making it the reporter's opinion, and not whatever law enforcement agency's official position.
Don't other people wonder, how mere hours after something happens, the press reports it as truth? Most likely it's some subordinate official saying the equivalent of, "we don't suspect any one motive at this time."
