Madeline Albright was on a Russert show. He asked her directly about Bubba being offered Bin Laden. She confirmed it. Then Russert asker her "Why didn't Clinton move on it". She said, "I don't know. I just don't know".
Now, remember who was co-president. Ask Hillary about her input on Bin Laden. Bubba said he discussed EVERYTHING with her.

After reading Miniter's book, I don't think it was incompetence or distraction that led to Bubba's not getting Bin Laden. But that's just my thinking on the matter :)
