Yes, they are. What they are really hoping is that they can draw President Bush into a shouting match. He isn't going to dignify this with a reply.
However, the longer the press gives these people attention the more the Republicans look sane and the democrats (closely associated with Chavez due to all of the Rats who have sucked up to him) look like anti-American lunatics.

The problem the 'good' (Western) nations are facing is that we too are have been marching together towards a "one world" order, knitted together by international commerce and international law, hence the reluctance to take a really strong stance against evil nations.
