This kind of cruelty on a defenseless animal should be dealth with in the most severest of penalties. It is a well documented fact that nearly all serial killers started off with cruelty or the killing of small animals
May be so, but not all those who kill small animals turn out to be serial killers. I think a light jail sentence combined with hundreds of hours of service(in dog shelter, etc) should do it.
