Unlike the Bush administration, no one wanted to take the responsibility just in case the mission went to hell. The stuff rolls down hill and they all complained about how Reno had to take all the responsibility for Waco. They implied that Clinton wouldn't take responsibility for anything that went wrong. Of course, we all know that Waco didn't hurt Reno any. Everyone just shrugged it off.
