That's because of the recent British plot. I found an article via Google that reports the TSA allowing small scissors and tools on board. This was in December of last year. Here's the link:

Not sure if it was ever acted on though. I flew for the first time in 25 years the end of April. Took my first trip overseas to the UK with side trips to Holland and Normandy. I had a heavy bag going and two heavy bags coming back. Neither bag was opened on the way over or back. And I had no problem getting through security going or coming. I didn't know what to expect, but fortunately I had no problems. Guess I did my traveling at the right time.
Maybe I can take my little Swiss Army Knife next time I fly, but I'll have to remember to pack my mascara and toothpaste in my checked baggage. Both were taken when I flew from Ft. Myers to Boston a couple of weeks ago.
