Gen. Sada spoke at our church and said the reason he wrote the book was because of the terrorist plot in Jordan that was busted. They planned to use something like 20 tons of sarin and Gen. Sada realized it was part of Saddam's sarin that someone had gotten hold of. He was concerned that if no one pointed out what had happened to the wmd that only the terrorists would know where it was and they wouldn't hesitate to use it.
