Friday, September 8, 2006 Al Qaida has failed to become a mainstream movement because most Muslims believe terrorism is "un-Islamic", according to a report published five years after the attacks on the World Trade Centre.
US-led security measures have "helped undermine" the terrorist organisation, but its image as a global player has been "unintentionally enhanced" by the US and its allies, the report published today by Chatham House has said. The challenge now facing Western governments is "homegrown" terror, the report, entitled Al-Qaeda Five Years On: The Threat And The Challenges, argues.
Dr Maha Azzam, the author of the report, said: "Five years after 9/11 a mixed picture of al Qaida's fortunes is emerging. "Although its image as a powerful terrorist organisation has been enhanced, its leaders hide in caves and have lost the broad support of Muslims in the Arab world who oppose its terror tactics and its justification of violence in the name of Islam."
Although many Muslims have become radicalised and embraced Islamist politics, they are not prepared to endorse al Qaida's tactics and are instead turning to democratic avenues where possible. The al Qaida-inspired attacks in Madrid and London only weakened support for the organisation on the "Muslim Street". "Despite its religious rhetoric, al Qaida's strength lies in its political message which resonates with many but whose tactics have attracted only the fringe," the report said. Coupled with the impact of US-led security measures on its finance, communication and recruitment networks, al Qaida has been substantially "weakened" since it attacked the World Trade Centre in 2001.
However, the creation of a perceived link between terrorism and regional crises such as the Israel-Palestinian conflict and the war in Iraq has been a "significant propaganda gain" for al Qaida, Chatham House said. Dr Azzam explained: "One of al Qaida's most significant and important successes has been the growing acknowledgement of the link between terrorism, regional concerns and Western governments' foreign policy. "This is likely to affect and challenge policy-makers for some time to come."
The "most worrying" after-effect of the September 11 attacks remains the limited support the cause has found in Western societies. According to the report, there is a segment within Europe's Muslim population which is "both politicised and angry at the conduct of foreign policy", and may pose a terrorist threat. Finally, the report warned: "While sympathy for al Qaida has diminished fairly rapidly in the Middle East, nonetheless Muslim populations still have grievances that need to be resolved and not ignored."

Great. If they can't bomb us into submission, they'll do it through the ballot box. It may take 100 or 200 years, but they will outbreed us and take over politically. Just another way to install the global caliphate. Yet another "front" in the war to prevent a total muzzie takeover of the world.
