N. Korea: Kim Jong-il's China Visit Cancelled For Now, To Be Tried Again Soon

Kim Jong-il's China Visit Cancelled For Now, But Tried Again Soon

"N. Korean advance team still staying in China... N. Korea still wanted the visit"

(Seoul=Yonhap News) Hwang Jae-hoon = Kim Jong-il's plan to visit China was leaked prematurely to the outside, and it was cancelled, but they will give it another try soon, according to a (new) claim.

Chang Sung-min, head of Peace Forum for World and N.E. Asia, has told Yonhap News on Sept. 6, 'I learned it from a credible source on Kim Jong-il.'

He said, "It is true that Kim wanted to visit China between Aug. 30 and Sept. 1 and have a meeting with President Hu Jintao. However, his plan was leaked to the press, and he decided to scrap his plan, turning back his special train away from Shinuiju."

He went on, "Kim Jong-il was indeed present at the train. N. Korea had a contingency plan to reroute his train and give it an appearance of field inspection in case his visit plan is leaked."

S. Korean government has reportedly found out from satellite image that Kim's special train did move from Shinuiju, a city bordering China, to another location inside N. Korea. Mr. Chang continued, "Kim wanted to give his visit another try soon, undetected by outsiders this time. Kim is quite wary of outside attention on his visit." 

He emphasized, "Kim Jong-il definitely wants to visit China. His advance team is still staying in China."

He said, "Even N. Korea's advance team does not know when Kim will try his visit again, but as long as his advance team remain in China, he can visit China at any time."

He explained, "I was told that it is 100% wrong to say that China sent an invitation to Kim, and it was N. Korea who pushed for Sino-N. Korean summit. That is, Kim desperately needed to have the visit."

Regarding the background on why he wants the visit, he said, "Kim Jong-il is having serious difficulty in maintaining his regime, due to China's cold reaction since missile launches. Kim feels that he has to resolve this situation himself."

He added, "Since the missile launches, China has cut down oil shipment to N. Korea, and even raised its price starting on Sept. 1. For the first time, China completely refused relief aids after N. Korea's big flood (this summer.)"

Still he commented, "China also firmly believes that it cannot abandon N. Korea. China does not want to see its relation with N. Korea deteriorate further."

Mr. Chang is pro-appeasement. He is loyal follower of Kim Dae-jung. This makes him pro-China, too. He has some high-level contacts in China. I would believe that Kim Jong-il tried a visit and scrapped it due to media attention. This fits Kim's MO. However, about who sent an invitation or how far China is willing to lean on N. Korea, it would not surprise me if this article contains either China's or Mr. Chang's spin.

Anyway, due to highly uncertain nature of all news on Kim's China visit, I guess I will wait until something fairly convincing turns up. Too much smoke so far.

It had to be secret because Kim Jong-il said so.

That is all the reason that is needed.

The question to ask is "Why did Kim Jong-il want it to be secret?"

Probably because, if the meeting with China was a failure, it would not have to be acknowledged. A success, however, would be trumpeted.

Whereupon the question becomes "What does Kim Jong-il want to accomplish?"

Because he is paranoid and thinks someone will try and kill him! Even Armored Trains and a Million Man Human Shield won't protect him from uncertain death.

It's obvious, The guy travels on Trains and not in Planes, He expects to rent a whole hotel for himself, Expects around 12x12 Blocks of his present location to be evacuated on average and so on.

C'mon, It's obvious he fears for his life, Most politicians dont need all that! Rarely have I seen politicians ask for so much. Usually a Motorcade and a Bunch of Agents is more than enough.

And plus, He sends an Advance Team to prepare his security, True, That most politicians do that, But at the same time if he didnt fear for his death, What is he afraid of? I dont think George Bush expects security to be 110% Perfect!

Kim JI's discussions with China's leaders may determine the location and date of the first joint NK/Iranian nuclear test. A small army of technicians from one of the two countries will attend the first few tests in the other country - IMO their nuclear weaopons programs have been de facto merged.

IMO China's leaders do not want those initial tests to occur in North Korea because that would lead to Japan going nuclear in a major, major way, and to a Japanese military guarantee of Taiwan's security.

Sounds like Kim is still very paranoid about assassination by malcontents in his regime. More and more the train explosion last year looks less of an accident.

Hmmmm... Sick old Kim Jong il going to China for dialysis? Medical Tourism at it's finest.

Sounds like he has only a few years left. Wonder if they will start amputating soon if it gets much worse.

In his case, if he allows amputation, he is finished. I mean, if he is chair-ridden full-time, power center will abruptly shift whether he likes it or not. He will become nobody pretty fast, even if he stays alive.
