Modern Britons are advanced enough to build insulation and air conditioning into their buildings.

Air conditioning isn't much of a concern during a glacial period.
Growing food is.

Modern Britain doesn't grow enough food to support it's population, but it is still growing and is a stable country (during the World Wars Germany tried to starve out the United Kingdom by hitting shipping....).
