PITTSBURGHIn his new book, A New Direction: My Plan for a Better Pennsylvania, Republican gubernatorial candidate Lynn Swann outlined his plan to increase job creation across Pennsylvania and stop Ed Rendells Harrisburg from hindering economic growth.
The current administrations burdensome business taxes cost Pennsylvania over 33,000 new jobs in 2004 alone.
And in the Northeastern part of the state, manufacturing jobs dropped approximately 40 percent in Lackawanna County since 2000, 29 percent in the city of Scranton, and 15 percent in Luzerne County, according to newly released 2005 census data.
The Swann/Matthews plan for job creation includes:
· Returning the Personal Income Tax (PIT) to 2.80 percent, which is the largest individual and small business tax collected in Pennsylvania;
· Reducing Pennsylvanias Corporate Net Income Tax (CNIT), which is the second highest in the nation, and is the highest rate among all surrounding states;
· Creating a Tradable Net Operating Loss (TNOL) Initiative to encourage growth of start-up, entrepreneurial, and other technology firms;
· Repealing the cap on the Research and Development (R&D) tax credit to encourage firms to invest in vital R&D programs;
· Adjusting the Single Sales Factor (SSF) to 100 percent to provide Pennsylvania's companies with incentives to expand;
· Expediting the phase-out of the Capital Stock and Franchise Tax (CSFT) to eliminate this onerous tax, affecting approximately 68,000 businesses in Pennsylvania; and
· Ending regulatory abuse in the Commonwealth.
Currently, Pennsylvania is ranked 41st out of the 50 states for job creation, according to Forbes magazine. (The Best States For Business, Aug. 16, 2006)
Nearly 40 percent of Pennsylvanias young people report that they are planning to flee the state, many in search of better job opportunities, according to a non-partisan IssuesPA/Pew survey released this month.
Swann has introduced a plan for job creation in Pennsylvania. Given Ed Rendells four year record of anemic job creation, is it any wonder why Pennsylvanians are asking, Wheres yours, Ed?
Nevada is typically #1 on the list of job creation. The primary reason?? We don't have all those anacronyms for various taxes. That is like greek for the government bending you over a barrel and giving it to you McGreavey style.
He's doing a great job with this. He really needs to get out and sell this plan.
Hmmm...it's a double-edged sword though. Consolidation often means big city graft. Consolidate, consolidate, consolidate, says the 9-11 commission. (I think there's a big book of tricks that the blue ribbon commissions refer to)...On a less treacherous level, consolidation can mean more social loafing...the employees of a smaller unit will seek to expand their skills, while those of a large unit will let the other guy do it.
Think of the tax savings that would bring about.
PA's biggest problems are liberals and labor unions. As is often the case in that situation the few control the many. See: The Democrat Party.
I believe Swann is on record as favoring the FairTax.
Is that correct Badray and Smokeyb?? Remember he met with HC.....and I think he saw the light and was converted when HC came to da 'burgh.
I don't know that he is allowed to make any such pronoucements. He's on a pretty short leash.
I wish that were true but as badray says he is a new puppy still being paper-trained.

I seem to recall that something like that slipped out early on......before he learned to kinda, sorta keep his poorly informed mouth shut.
I'm not so sure. My mind is really not what it used to be...but I think he openly endorsed it early on, before his handlers got to him........
Ah, but nothing counts in politics until one's handlers approve of it.
