Republic of Srpska referendum "unavoidable" (Bosnia brakedown)

BELGRADE -- Milorad Dodik said that an independence referendum for the Republic of Srpska is unavoidable.

According to the RS Prime Minister, the referendum is unavoidable because of the inability to keep Bosnia-Herzegovina unified in the long-term. Dodik said that one of the essential conditions for the RS remaining in Bosnia-Herzegovina is for the Federation’s government to give guarantees that it will not fall into the clutches of radical Islamic politics.

Dodik said that the Kosovo discussions are being followed closely in Banja Luka.

“Kosovo separating would spark people in the RS to think of having equal rights for us to do something like that. We politicians are trying to subdue such thoughts by people in the RS, but I am sure that 99 percent of Serbs living in the RS would vote in a referendum for the RS to leave Bosnia-Herzegovina. That is the reality.” Dodik said.

U.S. envoy: No secession for Bosnian Serbs

SARAJEVO, Bosnia-Herzegovina, Aug. 24 (UPI) -- A U.S. envoy says Bosnia-Herzegovina is a sovereign state and the Bosnian Serb entity cannot secede.

U.S. Ambassador to Bosnia-Herzegovina Douglas McElhaney said there is no secession for the Bosnian Serb-led Republika Srpska, Belgrade's Beta news agency reported Thursday.

Earlier this summer Bosnian Serbs leaders suggested they could organize an independence referendum to secede from Bosnia-Herzegovina.

With the 1995 Dayton peace accords that ended the Bosnian ethnic wars, the Republika Srpska entity and the Muslim-Croatian federation entity were declared constituent parts of the single state of Bosnia-Herzegovina.

"The status of Bosnia-Herzegovina has been solved. I am not aware of any reference in the constitution about secession or a referendum. That is simply not an option, and if somebody wants to change the constitution, he must have a two-thirds majority in parliament," McElhaney told Bosnian news agencies.

McElhaney said he believes parliamentary elections in October will not bring no major changes, as the essence of elections and democracy is that one group of people are stepping down from power while the others are replacing them.

If the Kosovars can secede, the Serbs should have that same right. If that happens, Bosnia will be reduced to a Muslim rump state around Sarajevo, with the rest of the country absorbed by Serbia and Croatia.

Bosnia ... full of Bosnian Muslims "Bosniaks" (around 40+%), Orthodox Christian Serbs (30+%), and Catholic Croats (around 15%), and others, such as Roma/Gypsies.

Croatia ... Croats, who are Orthodox (Eastern) christians

Croatia ... Croats, who are Catholic (Western)

Serbia ... Serbs, who are Catholic?

Serbia... Serbs, who are Orthodox, but there are significant other ethnicities, such Hungarians (15%).

Kosovo .. Albanians, most of whom are Orthodox?

Kosovo... Albanians, who are mostly Muslim, but there are/were around 10% Serbs and 5-10% Roma/Gyspies, and Kosovo is a province of Serbia.

I suspect that we are going to help Albanians instigate another drowning type incident, to stir up the Albanians who will target Strpce and Mitrovica......then the UN and KFOR will intervene; set up posts in Mitrovica north, and then gradually take over to turn it over gradually to Kosovo. If this is the plan, then KFOR would block off the resupply routes from Serbia to Mitrovica when the brown stuff hits the fan. I smell a terrible rat............The Serbs, if this is correct should be slowly but surely rebuilding their paramilitary base in the enclaves.....as well as gathering intell for the instigators of this operation........Watch for the signs.....not long off........

Zubin Potok, 2 September: The NATO commander for Southeastern Europe, US Admiral Harry Ulrich, declared in Zubin Potok on 2 September that Kfor [Kosovo Force] troops are aggressively looking into any kind of evidence about possible activities by parallel military structures because, according to him, this is the first time he has heard that such a group exists in that region.

"I heard today that there is paramilitary activity. I can assure you, and we talked about this with the officials of Zubin Potok, that we are very aggressively looking into all evidence about possible paramilitary activities," Ulrich said.

The US admiral made these comments during a visit to the Zubin Potok Municipal Assembly.

Zubin Potok Mayor Slavisa Ristic said that during the meeting he told Admiral Ulrich that on 30 August, a group of people in black uniforms carried out shooting exercises on Mt Mokra Gora, close to the town. He also said he requested an answer from Admiral Ulrich, because he said he had not yet received an answer from Kfor.

US Admiral Ulrich advised that the purpose of his visit to the municipality was to see how satisfied the residents of the area were with the presence of Kfor and the security situation.

"We also discussed the status talks and my concerns about how the decision at the conclusion of Kosova [Kosovo] status talks will be received by the citizens," Ulrich said.

With regard to the creation of a Kosova army, Ulrich said this is part of the discussions about the status and that this is more of a diplomatic issue.

Municipality Chairman Slavisa Ristic said that the citizens and officials of the municipality are satisfied with the number of Kfor soldiers and the security, but he added that he asked the admiral for an increased presence of peacekeepers in those areas where bombs are hurled at citizens and weapons are fired.

"We very much appreciate Kfor's role in the citizens' security. I can assure you that no threat comes from the administrative boundary with Serbia, because there is no sabre rattling in Serbia, as chief negotiator Martti Ahtisaari has stated," Ristic said.

Admiral Ulrich and Zubin Potok Municipality officials also discussed some projects that will be implemented in the municipality.

Some time ago, municipal officials from Zubin Potok, along with those from some other municipalities in the Serb-dominated north, decided to sever any form of cooperation with the central institutions of Kosova.

But local Serb population and officials as well as some Albanian analysts fear the real goal is to ensure the Serb enclave does not unite with Serbia in the event of Kosovo being declared independent. Tensions are running high in northern Kosovo after a bomb went off on August 27 in the Dolce Vita café, a popular hang-out for Serbs in divided Mitrovica. Local Serbs say if the international police were serious about protecting them, the bombing, which injured nine people, would not have happened in the first place. Serbs nerves are on edge over the likely outcome of status talks on the future of the bitterly disputed territory. In 1999, UN Security Council Resolution 1244 declared Kosovo a UN protectorate, although it formally remained a part of Serbia. The majority Albanian population insists on an independent state, while Belgrade and most Kosovo Serbs staunchly oppose the idea. Talks on Kosovo's final status started in February in Vienna but have yielded no results. While the representatives of Pristina and Belgrade are at loggerheads, the mediators in the process - the UN and the so-called Contact Group of countries the Balkans - insist negotiations must wrap up this year. The Contact Group has already established ten principles for Kosovo`s future status. Among them are the decrees that Kosovo will not be divided, will not unite with any other country and will never return to the status it held before 1999. Serbia fears the international community may then impose its own solution, which will involve some form of independent statehood for Kosovo. The UN's human rights arm, UNHCR, supports the claim of official sources in Serbia and Montenegro that around 223,000 Serbs, Montenegrins, Roma and other minorities have fled Kosovo since 1999. Serbs remaining in Kosovo, meanwhile, have been on the receiving end of frequent attacks by Albanians who especially target the isolated enclaves Serb south of the Ibar River, which runs through Mitrovica. Nor has the mainly Serb north of Kosovo escaped attack. Early in July a Serb youth, Miljan Veskovic, was murdered in Zvečan, in northern Kosovo. In protest, three northern Serb municipalities suspended all cooperation with Albanian controlled institutions in the Kosovo capital, Priština. The international forces in Kosovo, known as KFOR, have now established a military base in the northern town of Leposavić, deploying about 300 soldiers. The UN administration, meanwhile, is planning to send an additional 500 international police to the area. UNMIK police commissioner Vein Hissong said on August 9 that the extra police were coming at the request of the local Serb authorities. A KFOR representative, Lieutenant Colonel Bertrand Fayet, said the two companies of a German battalion, now stationed near Leposavić, would remain till the end of September when units from other tactical KFOR forces will replace them. Fayet told Balkan Insight that the beefed-up military presence was meant to "reassure and calm down the local population". But Slaviša Ristić, mayor of Zubin Potok, a municipality in northern Kosovo, told Balkan Insight that Serbs suspected the real intention was to prevent the area from uniting with Serbia. "Otherwise, I see no reason to beef up the presence of police forces," said Ristić. Some Albanians agree. A local political analyst, Nedzmedin Spahiu, told Balkan Insight he also thought the increased presence signalled the international community's determination to prevent Kosovo's partition. "The Serbian government wants the partition of Kosovo, and this move on the part of the international community is intended to preclude such a development," said Spahiu. Živojin Rakočević, a Kosovo Serb media editor from Gračanica, in central Kosovo, said the move was a warning to officials from Priština and Belgrade who have discussed the possibility of partition. "This is why the international community has strengthened its presence, sending a clear message that the partition is not a viable option - for the time being," said Rakočević. The local Serbs share the views of the analysts and Serb representatives. Most are suspicious of the international community's intentions, pointing out that incidents have continued to occur, despite the increased international presence. The bombing on August 27 in Mitrovica bolstered their suspicions. "I used to think safety concerns were the reason to increase the international military and police presence here, but after this incident in Mitrovica I doubt it," said law student Jelena Dabetić from Mitrovica. She said the UNMIK police were probably preparing for "something much bigger and more sinister", meaning the imposition of Kosovo's final status as an independent state. Nebojša Marković, another Serb from Mitrovica, agreed. "They are not here to protect us but the administrative border with Serbia," he said, referring to the international forces, "since the international community fears the Serb reaction in case Kosovo's independence is declared". Marković said the UN police was acting under pressure of the Albanians, who insist on creating their own state. However, Larry Miller, Mitrovica region's police press officer, said such talk was nonsense. "The increased presence of international officers in the Northern Mitrovica region is to provide security for all citizens and ensure that rule of law prevails," he said. "These officers have been assigned to Mitrovica, partially in response to requests from local political leaders for increase security. "Everything else would be pure speculation." 'Washington Times' About Imposed Solution Kosovo Independence Danger For The Region

4 Aug 06 (Blic) – The eventual decision by the UN Security Council to support the independence of Kosovo is going to have far-reaching negative consequences in the whole region, in Iraq and it might encourage separatist movements throughout the world, the 'Washington Times' daily reported yesterday.

In the comment by Den Barton and Joe Wilson from the Committee for international relationship from the House of the Representatives of the American Congress, it was stated that this decision could open a chain of security issues.

The two Republicans, also remind on “the pro western orientation of the Serbian president Boris Tadic”, as well as “his efforts in fulfilling of all the pre-conditions necessary for the full and valid membership of Serbia in the EU and NATO”.

“The UN cannot enforce decisions which are unacceptable for the Serbian people and the representatives which have been democratically elected. The final decision must be a stable compromise which will be acceptable for the Serbians, the Kosovo Albanian leaders and the Serbian minority in Kosovo”, is their opinion. According to them, if such a decision cannot be reached or the status quo is continued, the whole region will be brought back a step to the ethnical cleansing of the Serbs, and most probably to a raise of the popularity of the Serbian nationalists.
“The UN nations can mediate in the search of the solution which will be acceptable for both parts or they can force a solution which will have a tremendous impact not only to that country, but also in the integration of Serbia in the EU, the Balkan as a whole and our alliances in the whole world”, conclude Barton and Wilson.


New Sufferings Of Refuges

Obilic, 4 Sept 06 (Novosti) – For the ten Serbian families who wished to move in the Container Settlement in Potok, in the village Plemetina, only two km from Obilic from where they were evicted during the 17th March Happenings two years ago, were forbidden to return by the municipality inspection.

Around the containers, which were brought by the Coordinative Center of the Serbian government and are present by the Russian Republic, the Obilic authorities have placed red and white tape, with a strict message that moving in is forbidden. At the same time, the municipality inspection claimed that the Serbs cannot live in the containers, but “can freely go back to their homes in Obilici”, because “conditions are made”.

- There are no conditions for a return, or for a normal life in Obilic, but the Albanian side is persistently trying to convince the internationals that the evicted ones can freely return back. All of this has been deliberately made up, so that they can score a point more for the Albanians in the following negotiation talks, although things seem different to us, especially with the last bombing that happened in Kosovska Mitrovica, which itself proves a lot. This is nothing but a kind of pressure.

The goal is clear: to evict all Serbs from Kosovo by all means, explains Mirce Jakovljevic a coordinator for the municipality Obilic.

This situation with the ten families which have been forbidden to move in the settlement Plemetini is only a way in which the Albanians are trying to score a point on the political scene for the Albanians, and a prove is the building of the apartments and houses for the Roma and the Ashkalis from Obilici in Plemetini.

- We have been evicted from Obilici, we live here in these containers, and now for these ten families which wish to join us, there is no place. It is really unbelievable, complains Mira Milosavljevic.

These Serbs which have gone through full five years of live under the pressure and have suffered greatly during the March Happenings have no place to go. Some of them do hide that they have received threats from the Albanians who now live in their houses, not to come back. At the same time they have not forgotten the terrible crime which has been done to their fellow-countrymen in the town Gazimestan; The massacre of the three member family Stolic, the murder of 40 Serbs, the wounding of 37 Serbs, the burning of the houses in the Serb street and the eviction of the people from the building built for the returnees.



Ulrich: KFOR Intensively Working On Checking Information About Existence Of Paramilitary Units In Kosovo

Zubin Potok, 02 Sep 06 (KIM Radio) – On Saturday, Admiral Harry Ulrich, commander of the NATO southern wing, met with Slavisha Ristic, president of the Zubin Potok municipal assembly. They discussed the security situation in this municipality, projects which NATO plans to implement in North Kosovo, and the negotiation process between Belgrade and Prishtina.

Ristic stated he told admiral Ulrich that on 30th of August, a group of uniformed people conducted shooting practice on Mokra Gora. “We asked admiral Ulrich what kind of paramilitary units were doing this because we could not identify KFOR insignia”.

Commenting this information admiral Ulrich said that KFOR is intensively working on checking the information of any kind of paramilitary activities. “So far we found no evidence of their existence, but we will continue looking since this is part of our jurisdiction,” said admiral Ulrich.

Živojin Rakoèeviæ, a Kosovo Serb media editor from Graèanica, in central Kosovo, said the move was a warning to officials from Priština and Belgrade who have discussed the possibility of partition. "This is why the international community has strengthened its presence, sending a clear message that the partition is not a viable option - for the time being," said Rakoèeviæ. The local Serbs share the views of the analysts and Serb representatives. Most are suspicious of the international community's intentions, pointing out that incidents have continued to occur, despite the increased international presence. The bombing on August 27 in Mitrovica bolstered their suspicions. "I used to think safety concerns were the reason to increase the international military and police presence here, but after this incident in Mitrovica I doubt it," said law student Jelena Dabetiæ from Mitrovica. She said the UNMIK police were probably preparing for "something much bigger and more sinister", meaning the imposition of Kosovo's final status as an independent state. Nebojša Markoviæ, another Serb from Mitrovica, agreed. "They are not here to protect us but the administrative border with Serbia," he said, referring to the international forces, "since the international community fears the Serb reaction in case Kosovo's independence is declared". Markoviæ said the UN police was acting under pressure of the Albanians, who insist on creating their own state. However, Larry Miller, Mitrovica region's police press officer, said such talk was nonsense. "The increased presence of international officers in the Northern Mitrovica region is to provide security for all citizens and ensure that rule of law prevails," he said. "These officers have been assigned to Mitrovica, partially in response to requests from local political leaders for increase security. "Everything else would be pure speculation." Ahtisaari’s Comments Continue To Upset Serbia

Belgrade, 03 Sep 06 (B92) - Leon Kojen said that Martti Ahtisaari’s recent comments are “completely unexpected” for someone in his position.

Kojen, who is the coordinator of the Serbian Kosovo status discussion team, was referring to the UN Special Envoy’s statement that Serbia is “rattling sabers,” a comment which came before the scandal over his initial statement that the Serbian people are responsible for the situation in Kosovo according to their historical legacy, was able to blow over. Kojen said that Serbian negotiation team had every right to ask Ahtisaari to explain his statement.
“This statement lacks any factual basis and clearly shows that Ahtisaari is willing to say anything negative about Serbs rather than stick to the truth and look for an agreement to solve the Kosovo conflict.” Kojen said.
Kojen evaluated that “if he does not put an end to his unusual statements Ahtisaari’s credibility is going to be brought under suspicion everywhere accept maybe in Prishtina.

Sanda Rashkovic-Ivic, president of the Coordination Center, announced that Belgrade will insist for an explanation till it gets one, adding that the Serbian negotiation team will not quit the negotiations because of this.

“Ahtisaari’s chief spokesperson Hua Jiang once again claims that the UN Special Envoy’s statements were misunderstood, stating that this time, the imagination of the Serbian negotiation team has crossed every line.
“”What I read, was an English translation of a discussion in Finnish where he said ‘rattling of sabers,’ which has nothing to do with weapons or war. To us, everything is perfectly clear and we have nothing else to add.” Jiang said.

In an interview for a Finish news agency Ahtisaari literally said “rattling of sabers” which according to the Cambridge University dictionary means “speech and behavior used to cause threat of a military action”.(Beta)


Covic: 7 Million Serbs To Gather Along Kosova's Border

04 Sep 06 (Epoka e Re) –Nebojsha Covic, leader of the Serbian Social Democratic party, in an interview for Belgrade’s daily “Novosti” warned that the talks for Kosova's status are going in the final phase and that many “unwanted” scenarios are in play.

“The process is definitely speeding up and they are going in the final phase. According to my opinion, the head negotiator Marti Ahtisaari, on November 20th in the Security Council’s meeting will present his stand regarding Kosova's final status” said Covic.

Covic said that Ahtisaari’s statement where he blamed the Serbian people wasn’t done wrongly, because according to him, Marti Ahtisaari is a diplomat with experience and he popped this “provocation” with conscience and in an earlier planed phase.

“He wanted to push Belgrade in mistaking and the mistake would be to leave the negotiation process. Let’s go back to the talks in Rambouillet, where we were accused as guilty, a part of our country was taken and our country bombarded” said Covic evaluating as a smart step the decision of the Serbian government not to insist on Ahtisaari’s substitution.

Covic said that these “provocations” will also come in the future, according to him; Ahtisaari is doing this on purpose in order for the negotiations to end unsuccessfully, so they can blame the Serbs of being a team that “obstructs, then delay the talks, bye time, and imposes their solution”.

Covic said that a part of the international community wants to present Kosova's independence as a done fact and that the talks are just a farce and a circus. But according to him there is still space for the Serbian politicians to act and to reestablish the situation in their favor.

Asked how he sees Serbia after Kosova's independence (if the international community imposes the solution); Covic said that Serbia’s reaction should be strong and dynamic.

“I don’t think that we should make war, but seven million Serbs should gather along Kosova's border”. Asked if Serbia has the strength to do that after a series of historical losses, Covic said that Serbia should show the patriotism and the national conscience and not only words.



Thaci: The Status Will Be Solved In Accordance With The Will Of Kosova Citizens

04 Sep 06 (Rtklive.com & RTV 21) – Today (Monday), the new UNMIK Chief, Joachim Rucker and the PDK leader, Hashim Thaci talked about the current developments of Kosova. After this meeting, Rucker stated that he has requested PDK to maintain the unity in the Negotiating Team. He added that it is very important for the Kosova Negotiation Team to be united and be the only voice in all the negotiations for the status.

The PDK leader, Hashim Thaci stated that the status will be solved in accordance with the will of Kosova citizens for a sovereign state. In this meeting, they also talked about the international presence in Kosova after the status.



Parallel Military Structures Exist In Northern Kosova

04 Sep 06 (lajme.net) – The NATO Commander for southeastern Europe, the American Admiral Harry Ulrich said that after a visit in the northern Kosova he learned that parallel military structures exist in this region.

Radio Free Europe quotes Commander Ulrich saying during a visit to Zubin Potok municipality that KFOR is working to find out any parallel illegal activity. According to this radio, Admiral Ulrich has noticed that the existence of these structures is claimed not only by the media, but also by other reports.

Admiral Ulrich has informed that he has ordered KFOR to look strictly after any kind of information or parallel activity, reports Radio Free Europe.



Kosova Is Being Divided In Vienna

Prishtina, 04 Sep06 (lpk-kosova.com) – In a meeting held on Friday, the Presidency of the Kosova People’s Movement (KPM) reviewed the political situation in Kosova and assessed that it is difficult and unclear. LPK has assessed earlier that the statements made by the delegation that represents Kosova in Vienna for the alleged successes achieved in these talks are incorrect. KPM has considered that the Kosova delegation was not prepared, as it declares to the public opinion, and that the KPM stance was proved to be true on the today’s Kosova Assembly session. Today, the members of the Kosova delegation not only that they did not show correctness, but they used the Kosova Assembly podium to continue with their deceit.

The KPM Presidency has had a very critical approach towards the process for the reformation of power and was categorically against the formation of ethnic municipalities. Being convinced that this process can be misused, meaning that it will be used not to offer services to the citizens, but to divide them, KPM has insisted in defending the right that they should not discuss this issue with Serbia, because this is an internal process that belongs to the citizens of Kosova. The fact that these remarks were disregarded has brought Kosova in the current situation, when very damaging issues are being decided on it.

KPM was against the talks on the status of Kosova with Serbia and it has always insisted for the declaration of the independence of Kosova. However, although independence was declared nonnegotiable by the resolution of the Kosova Assembly on November 17th, 2005, the negotiating team is dividing Kosova on ethnic lines in the Vienna talks.

Meantime, the negotiating team continued to lie to the citizens of Kosova that it will become independent although they know that the matter is not about independence, but a status with tutors.

So, basicaly, they dont know how to put it to Albos?
Somehow, west betreyed Albos, for over 30 or 40 zears they are feeding their dream and from 1999 they hade enough time to exlain to Albanians that there will be no independence.

I dont know, but it seems to me that Albos belived too much to low ranking administrators of UN and ex US administration, due to the fact that ex politician have no obligation to fulfill any promisse whatsoever, Albos actually for 7 years convinced themselves that they will becom eindependant with actually no support from oficial Washington or Brussels...

What now?

Yes, and no....the yes, coming from the belief and being in denial of the reality that they have the power to do it themselves. The No part, depending on the U.S. Lobbying groups in Congress to get it done for them since we are the most powerful nation.....etc....The lies that Bill Clinton gave them early on. They also figured (Albanian Mafia political leaders); that they paid enough to buy the votes.....to change the 1244.

What now? Another war, if, or when they start to interfere with Mitrovica North......it will start as a instigation from the Albanian side, similar to the March 2004 riots. They were planned and orchestrated with the rumor of the Serbs either shooting at the Children causing them to enter the water and drown or sicing the dogs on them, scaring them into the water.

Derik Chappell stated as a result of his investigation, that he could find no collaboration to the story that Serbs were involved. He was taken out of his position, as UN spokesperson within a few days and reassigned. fact..........
