We're not sure which is worst, cold driving rain, freezing weather or 90 degree heat. Having been out in all of the above the worst I can remeber is the time I was hikin in freezing rain. The problem with cold rain, is the risk of hypothermia. The cold is not a problem if you dress properly, however it gets so hot in DC that it is difficult to dress properly, as you sweat standing still in only your underwear.
