ARTICLE SNIPPET: "Prosecutor Karen Jones claimed that El-Hor, who has Syrian and Dutch nationality, wrote a letter praising her husband's alleged plans for jihad and offered herself and her son for future martyrdom. Wearing a burka which covered her eyes and hands, El-Hor spoke only to confirm her name and date of birth at City of Westminster Magistrates' Court yesterday.

Glyn Lloyd, representing El-Hor, said: "It is indicated that she will plead not guilty."

Mr Lloyd said that the letter was a fantasy and El-Hor, of Ealing, west London, had no plans to carry out any jihad."

Ministry Leader Responds to UN Secretary General Kofi Annan’s Comments on Worsening Crisis in South Sudan, Calls on the United States to Step Up to the Plate

BARTLESVILLE, OKLAHOMA (ANS) -- The president of a Midwestern Christian humanitarian relief mission organization says the United Nations has once again shown that it lacks credibility, clarity, and willingness to stand up to rogue regimes such as the one led by Sudan’s Hassan El Bashir, while millions of lives hang in the balance.

Kevin Turner, President of Strategic World Impact, calls on the United States to step up to the plate in Darfur.

Kevin Turner, president of Strategic World Impact, based in Bartlesville, Oklahoma, was responding to comments made by UN Secretary General Kofi Annan, who has warned that Sudan will bear responsibility for any worsening of the humanitarian crisis in Darfur. Turner called for the United States to "step up to the plate" to help the people of Darfur.

Mr Annan said Khartoum's resistance to a UN peacekeeping effort was putting at risk assistance for around 3 million people.

Should aid agencies leave Darfur for lack of security, Mr Annan said, the Sudanese government would have to answer to the rest of the world.

A BBC correspondent says Mr Annan's language was "unusually blunt." Annan's comments come as the African Union confirmed its decision to withdraw its peacekeeping troops from Darfur at the end of September.

The AU wants the UN to take over peacekeeping duties, but Sudan strongly rejects this suggestion. Fighting between pro-government militia groups and rebels demanding greater autonomy has left hundreds of thousands dead and many more homeless since 2003.

"The international community has been helping about 3 million people in camps and elsewhere, and if we have to leave because of lack of security, lack of access to the people, then what happens?" Mr Annan said in the Egyptian town of Alexandria.

"The government [in Khartoum] will have to accept responsibility for doing this, and if it doesn't succeed, it will have lots of questions to answer to the rest of the world," he said.

Annan criticized Sudan's call for the departure of the African peacekeepers and expressed concern at Khartoum's refusal to accept the U.N. force. He warned that Sudan would be unable to address the humanitarian catastrophe in Darfur.


"I know that yesterday an important decision was taken by the Sudanese government, which I don't consider initially positive," Annan said, speaking in the port city of Alexandria after a meeting with Egyptian President Hosni Mubarak.

"I've always said that international forces will go there to help the Sudanese people, to help the government protect the people. We're not going to invade," said Annan.

Last week, the U.N. Security Council passed a resolution that would put the AU force under U.N. authority, pending Khartoum's consent. Sudan promptly rejected the resolution.

Annan has appealed to the government of Sudan to accept United Nations forces in the country's troubled Darfur region as mandated by the United Nation Security Council.

The United Nations Security Council last week passed a resolution that authorized sending United Nation’s peacekeepers of more than 17,000 troops to the Darfur region of Sudan.

The resolution, however, states that the peacekeepers can't enter Darfur to offer protection until they are accepted by the Sudanese government.

Commenting on Khartoum's rejection of the resolution, Annan said: "If the government of Sudan had been able to protect these people, we would not even be talking about deploying international troops."

Since the country’s government has not been able to address the situation, "it is incumbent on it to accept international help to pacify the region so that people can live their lives in peace and dignity," he added, voicing hope that the country's leaders will "realize that by their inability to protect them, they will be held liable at some stage for what is going on the ground."

According to United Nations report, Annan pointed out that the UN currently has 10,000 troops from all over the world deployed in south Sudan to support a peace agreement that ended a separate conflict there. "We work peacefully with their consent and cooperation and I hope we can do the same in Darfur," he said.

Making the plea to the Sudanese government he said the UN members recently accepted the concept of 'responsibility to protect,' "which means each government has the responsibility to protect its people from genocide, ethnic-cleansing, AND gross and systematic violations of human rights.

"I would urge the Sudanese authorities to reconsider and work with the international community and accept the forces. We are going in to help. We have no other ambition than that," Annan said.


The UN reports have revealed that violence in Darfur is worse than ever despite the Darfur peace agreement, leading to the forcible displacement of 21,000 people since July in the state of north Darfur alone.

Humanitarian access in Darfur is at its lowest level since 2004 with almost 500,000 needy civilians beyond the reach of humanitarian aid.

SWI President Kevin Turner explained that Operation Life Line Sudan (OLS) was set up on the border of Kenya by the United Nations to feed the masses during the war that started in 1983 that was fought mainly in the South.

"From 1983 to 2003 it is estimated that roughly 2.3 million people died from disease and starvation that was directly tied to the war and the lack of relief. Since it’s founding, OLS has gone on record as the largest humanitarian relief operation in the history of the world," Turner said.

SWI has worked in the region for the past ten years doing humanitarian work and has seen the double-handed policies of Khartoum again and again, Turner said.

Turner continued: "Time and time again we saw the United Nations sitting with planes on the ground full of grain and unable to deliver it as permission had been denied or the Government of Khartoum was 'redirecting' the aid.

"The United Nations has once again shown that it lacks credibility, clarity, and willingness to stand up to these rogue regimes such as Hassan El Bashir’s while millions of lives hang in the balance. The international community said that they would never stand by again to allow another Rwanda, and yet they sat silent while Africa’s longest running war took millions.

"Now, once again the best that is offered through the UN and Kofi Annan is that they will 'have to answer' for their actions to the international community while the people of Darfur will be killed, raped and driven out of their homeland. This action that is being taken by Bashir is unconscionable and must not be tolerated by the international community," Turner said.

He added: "As we have seen with the crisis in South Sudan, the United States must step up to the plate and bring a workable framework for negotiations to bring a lasting cease-fire, as well as access to the area for aid. Many relief organizations choose to work outside of this OLS umbrella as it is closely constrained by the dictates of Khartoum and it was often used as a tool by the Government of Sudan to re-supply its soldiers who were on the ground advancing in the South of Sudan."

Turner concluded by asking: "How long can the government of the United States continue to throw money on an organization that is totally impotent to affect even the slightest change whether it be Lebanon or Iran or Sudan?

"I have personally walked the fields of Sudan picking up the dying and feeding them, I have seen them scattered on the ground being eaten by vultures. We must not accept this political gesturing but rather demand that action be taken."
