I don't believe FDR knew about Pearl Harbor in advance. FDR did send aggressive signals toward Japan. This was justifiable on the merits, but a gamble to do it before USA had ramped up war machine.
Churchill wrote in his Nobel Prize winning series on WWII that FDR knew about the Japanese plans to attack Pearl Harbor.
