NEW immigrants are dramatically changing the face of Britain, race chief Trevor Phillips warned yesterday.

 

He said the wave of mainly young, single overseas workers now moving to the UK was transforming communities.

Rather than settling in big cities they were flocking to small towns and setting up their own places of worship, shops and media outlets.

Mr Phillips, the head of the Commission for Racial Equality, added: “There’s nothing wrong with these preferences. But it does present the possibility that the areas in which we share experiences as a whole nation are shrinking daily.”

He added that the social transformation was sharpened by large numbers of Brits quitting the UK. Mr Phillips warned Britain was verging on “unacceptably high” ethnic polarisation — which he blamed on the education system.

He said: “Separateness tends to encourage inequality of treatment.

“And living separately means that different groups have their experiences defined by their ethnicity rather than their ambitions.

“The more we allow groups of people who live and work here to feel they do not belong to this society, the higher the risk of their taking hostile action against it.”

In the past two years, one million migrants have registered for work in Britain. Some 600,000 have come from eastern European countries who joined the EU in 2004. About 10,000 eastern Europeans live in Slough, Southampton has 15,000 recent immigrants and Peterborough an estimated 16,000.

A further 300,000 Romanians and Bulgarians are expected in Britain when their countries become EU members in January.

Meanwhile the number of Brits leaving the UK has grown from 17,000 in 1994 to 120,000 in 2004.

ministers are planning to introduce a work permit system to limit the number of Bulgarians and Romanians who come here, it was reported last night. Critics of such schemes say all EU citizens are entitled to come anyway — and will simply find work in the black market.

Trevor Phillips came under fire after last year's speech
The head of Britain's race watchdog has apologised for how he presented an academic report that suggested racial segregation is increasing in the UK.

Trevor Phillips, chairman of the Commission for Racial Equality, warned last year that Britain could see racial ghettos similar to the US.

But experts accused him of trivialising the racial problems seen in the US and exaggerating those in the UK.

Mr Phillips stressed his fears over segregation were supported by evidence.

In a wide-ranging speech to the Royal Geographical Society's annual conference, Mr Phillips said it was right to ask hard questions about multicultural Britain - but to do so on the basis of hard evidence rather than fear or hearsay.

He praised last week's launch of a commission on integration, saying we could not pretend that a more diverse society did not bring with it any costs.

He said Britain must not confuse "domestic tourism", as seen with the success of the Notting Hill Carnival, with "genuine experience" of people from diverse backgrounds.

And failure to know each other, he argued, meant it was harder to solve critical social problems.

Someone who does not know any black families would find it hard to understand the anger surrounding the over-representation of black men in jails, he said.

But in his speech, Mr Phillips turned to the controversy he sparked in September 2005 when he warned Britain was "sleepwalking into segregation".

Mr Phillips had warned some areas could become "fully-fledged ghettos", with racial divisions approaching those seen in parts of the US.

These areas would be "black holes into which no-one goes without fear or trepidation and from which no-one ever escapes undamaged".

Mr Phillips partly based that claim on research by Dr Mike Poulsen of Macquarie University, Australia, who had suggested "ethnic enclaves" were growing in the UK.

Dr Poulsen did not however say that Britain had ghettos, areas where there is little or no racial mixing on any level.

'Policymaking by panic'

Mr Phillips said: "I should ... apologise to Mike for mangling his work a little in a speech I made last September - and for his graciousness in accepting that even if my account of his presentation here was a little off, that the conclusions I drew were consistent with his findings."

Mr Phillips however defended his position, saying segregation was a growing issue amid a failure by policymakers and the media to properly understand how society was changing.

"As a result policy is all too often driven by panic, by political expediency or by whim.

"And worst of all, far from the honest debate that [Communities Secretary] Ruth Kelly called for, we have a public argument which is the equivalent of shadow boxing."

Mr Phillips said that much of the debate around segregation, integration and faith schools was "hypocrisy" because it focused on Muslim communities rather than Christian institutions as well.

People had to make up their minds whether they wanted faith schools or not.

He warned against calls for racial profiling of air passengers, saying the CRE could use its legal powers to challenge such a move.

Speaking to the BBC, Dr Poulsen said that he had no argument with Mr Phillips' view that segregation had increased, but that "crossed wires" amid a media and political storm surrounding his research had led to public confusion.

Immigration to Britain today is fundamentally different from previous settlements because it is changing the composition of the nation, the head of the Commission for Racial Equality said last night.

Trevor Phillips, who provoked controversy last year by challenging the concept of multiculturalism and saying that Britain was "sleepwalking to segregation", said the social significance of the current wave of immigration was being overlooked.

More young people were arriving to compete for jobs with settled workers and a growing number of incomers were setting up their own institutions, such as churches, shops and media outlets.

Also, high levels of emigration by British nationals, at a time of record immigration, were having an impact on the make-up of the country.

''The result is that, though the total population numbers may not rise hugely, the composition of the population changes," Mr Phillips said in a speech to the Royal Geographical Society, in London.

He said that while the white ethnic population had fallen over the past 20 years there had been a 96 per cent increase in the number of ethnic minority Britons.

"We desperately need immigrants to sustain our workforce," he said. "But in this new world of more rapid and more diverse immigration, coupled with an unprecedented threat to global security, we cannot continue to pretend that there are no costs faced by our changing communities."

Mr Phillips also sought to puncture some of the publicity around the Notting Hill Carnival, held at the weekend, which one newspaper said exemplified "the triumph of multiculturalism".

''I don't think so," he said. ''Though it's a fabulous party, carnival can hardly be said to represent the everyday culture of most of London's communities. It is largely about a celebration of the historic culture with which I grew up in the Caribbean. We wouldn't, frankly, think of participation in a day's Morris dancing or caber-tossing as a valuable exercise in building a modern multicultural society."

Mr Phillips added: ''We must not confuse genuine experience of a multicultural community with what is, in effect, domestic tourism." He rejected the idea of profiling passengers to try to weed out potential terrorists.

"Since Muslims, like Christians, come in all shapes and colours, I can't for the life of me see how religious or racial profiling will deal with so-called Islamic terrorism."

Discussions on multiculturalism were often the equivalent of shadow boxing, he said. ''I wish that these people would just call a spade a spade - and yes, I do use that phrase advisedly - and tell us what they really want."

So Trevor Philips points out the risk of hostile action against society by unassimilated immigrants, and the reporter thinks the next logical fact to highlight is statistics about Eastern Europeans and further Romanians and Bulgarians coming into the country?

Methinks the reporter is in denial (or is perhaps a muslim).

And someone who does not know crime victims would find it hard to understand the anger surrounding the over-representation of black men among those who commit crimes.

"Since Muslims, like Christians, come in all shapes and colours, I can't for the life of me see how religious or racial profiling will deal with so-called Islamic terrorism."

He doesn't see how even RELIGIOUS profiling will assist identifying Islamic terrorists? Did I read that right?

His point about racial profiling is also nonsense, because the government has only a limited amount of resources. If 90 out of 100 muslim terrorists are Pakistani or Arab, then it is an efficient use of resources to focus more on these groups, even though it is true that a small percentage of muslim terrorists may come from other ethinicities.

Multiculturalism is nothing more than self-imposed segregation, & polarization along ethnic & religious lines. One more tactic of the globalists - divide & conquer!

Another thing. With multiculturalism, the only culture not given any respect is that of the original, home culture. Goodbye Christmas, hello ramadan. Goodbye Bill of Rights, hello sharia.

But why the reticence to respond to this degeneracy? Maybe media and other corporations gain from it and semi-'journalists' and academics are indoctrinated into it, but common sense and observation inform most folks, and maverick media find a good market for disclosing this stuff...

So, what keeps thoughtful, good-natured pro-patriotic folks from flocking to and raising up candidates and organizations to defend and restore their country and culture? Along with being 'the good fight', it's a great opportunity for individuals and groups advocating/implementing ethical, effective reforms.

The reality is that most "good-natured" folks shy away from engaging insult hurling fanatics in public debate. And for the past two generations, the standard tactic of those who argue for and promote the concept of an undifferentiated humanity, is to hurl insults at anyone who challenges their absurd premises. And yet, if we do not develop a thicker skin about this sort of thing, we are going to lose everything we truly value.

Intellectual confusion! A nation is defined by its ethnicity, not by the individual ambitions of those residing in a particular area. I am too lazy to try to define the philosophy of the Commission Head, other than the fact that he is one of those who claim to believe in diversity, but would crush all diversity. Again, total intellectual confusion.

The West sure needs that little boy who is not afraid to proclaim the intellectual nakedness of the Emperor.
