I got news for you...it began many years ago and continues everyday. US Government networks are probed and exploited almost constantly.
It's had to take seriously an article which misnames its main topic "SIPRI" rather than the correct name "SIPRnet", and which also uses the wrong formal name to describe the acronym: "separate Internet" rather than the correct "Secure Internet Protocol Router Network".
However it is true that a lot of logistics data does run across the unclassified and (relatively) unsecured NIPRnet, makes use of standard Internet resources.
