I think the question is WHEN did Fitz know? What is before he asked to expand the scope of the inquiry? If he know BEFORE the expansion of his authority, I'd say he is guilty of collusion with the Democrats and the case is its own proof.
Since all benefits of weakening the Republicans would flow to Hillary, there's the little demon that made sure Fitz could endlessly attack the administration.
