Which begs the question of how they were approved as foster parents in the first place - who approved them - who was looking out for the little guy? This story just hurts.

My wife and I went through six miscarriages on the way to having our two beautiful daughters. We looked into being foster parents along the way. At that time, there were a bazillion rules and regs you had to satisfy to be considered. And yet, I hear more and more tales like this one, of kids being "farmed" for a government check. Makes you wonder.
