Foster Parents Left Toddler In Closet, Prosecutor Says Deters: Boy Was Dead When Couple Returned

POSTED: 2:26 pm EDT August 28, 2006 UPDATED: 3:17 pm EDT August 28, 2006

Foster parents Liz and David Carroll have been arrested in connection with the disappearance and death of 3-year-old Marcus Fiesel.

Hamilton County prosecutor Joe Deters said the Carrolls have been charged with involuntary manslaughter.

Fiesel's foster family said the special-needs toddler disappeared from Julifs Park in Anderson Township almost three weeks ago, sparking a massive search for nearly three days.

But Deters said the Carrolls left Fiesel in a closet for two days starting Aug. 4 while they were at a family reunion in Kentucky.

"They intentionally left him there," Deters said.

When the Carrolls returned on Aug. 6, Deters said, Fiesel was dead.

David Carroll then allegedly took the body to Brown County and incinerated it, Deters said. The body has not yet been recovered.

"The bottom line is you wouldn't treat your dog like this," Deters said.

Both of the Carrolls are in custody and formal charges were submitted to a grand jury Monday, Deters said.

I'm not surprised. So sad.

Something about their story didn't make sense. O Lord, please give Marcus abundant love and blessings in heaven where he will never again have to be alone or afraid.

This absolutely breaks my heart. :-(

The foster "parents" should join him, IMO.

Sounds more like murder than manslaughter to me. Liberal DA?

No. Joe Deters, the Prosecutor, is very conservative. I think they didn't intend for him to die. They were collecting a lot of money being his foster parents though.

Involuntary manslaughter, seems like first degree murder to me. Knowingly letting a defenseless child locked in a closet. I don't get these charges?

Without true repentance, they won't be joining him whenever their time is up.

I agree. Even when the foster mom was in the hospital her story did not feel right. They did some things early on that were atypical (like accusing the rescue workers of losing him and immediately assuming he had been abducted.)

Locking him there for 2 days. I think you have to prove intent to murder. I don't think they wanted him to die. He was a cash cow for them.

What makes it worse is that Marcus was autistic. They knowingly were abusing a handicapped child. Sick #$%(@'s deserve more than they will likely get.

I agree. However, I believe there are sins for which true repentance is impossible.

Which begs the question of how they were approved as foster parents in the first place - who approved them - who was looking out for the little guy? This story just hurts.

Hello.

This is the first I've heard of this story ... and you seem to have much knowledge and are up-to-date on the details. If you have the time, I have a few questions.

Why didn't the foster parents take this child to the family reunion with them?

How did the authorities find out that the body was transported and burned? And if they know this, why hasn't the body been recovered?

Why was the foster mother in the hospital?

What exactly is this about blaming the 'rescuers' for losing the child?

Thank you in advance for your reply.

I'm assuming he was too much to keep up with, but that is an assumption. He was autistic and said to frequently wander away.

On the transportation and burning, another assumption. They haven't said, but they have to have a witness who contacted police (perhaps foster dad or mom confessed the truth???)
The story was that the mother had a heart condition and "fainted" on the playground. When she came to, there was no Marcus and he was assumed to have wandered away.

Later, the Foster mom, being under some level of scrutiny, tried to deflect attention by saying that she thinks he was there when the paramedics arrived and whoever took custody of him lost him. The foster dad came out almost immediately and said he thought someone took him.

The little boy had a tendency to wander away. Why would you assume he was taken almost immediately? And, rescue workers aren't apt to lose kids (unless they are social workers in Florida).

The foster mother went to the park with 3 children, "fainted" from a heart condition. When she woke up someone had already called 911. She claimed she had taken 4 children to the park and she claims she saw all (4) of them when she came to and the rescuers lost the child. She was hospitiziled for the heart condition.
