The teeth are all wrong for a whale. Whales have several layers of very sharp teeth to filter krill and shrimp.

They're all wrong for a baleen whale which is what you describe; there are two main types of whales, the baleen and toothed whales. Beluga are toothed whales, and they don't filter krill and shrimp.

I was thinking of beluga whales too, as much as I don't like to think of one beaching. Probably the "hair" is just a lot of matted up seaweed.

The teeth look reptillian.
The creature looks like a putrified crocidile.
The hair looks like moss.

Could this just be a marine reptile with a collection of organic detritis wash up over it?

Well, if it were found in the ocean, it would immediately be branded "basking shark". ;')

If it were found dead, stuck in a lock in Ireland, it would be called a "horse eel". ;')
