If you read the 'behind the scenes' reports, it was Dr. Rice and the White House who couldn't decide whether to move the troops forward or stat or backward. Some reports said Dr. Rice was on the phone with Olmert, directing 'traffic', much of the time.

I heard that Olmert was given the green light by both Rice, and Prez Bush, but Olmert decided to pull out, just like the liberal that he is. That's why U.S. agreed to the treaty, knowing full well what the outcome would be. Perhaps it was a warning to Olmert that he'd better finish the job this time.....or else.
