Slavery was NOT outlawed in 1863. The Emancipation Proclamation affected only the states in REBELLION, and was irrelevant anyway, till they surrendered in April 1865. Non-rebelling (Union) slave states still had slaves till the 13th Amendment was ratified, Dec 6, 1865.

This will really make him popular with Southern Blacks. What an insensitive, impolitic, hypocritical boob! Allen's "Macaca" remark is no worse than Donna Brazile's "White boys" comment, but Biden has had the advantage of watching all the blowback from every recent silly incident, in particular that of Trent Lot. Still, in his hubris and arrogance, he simply doesn't care... because he is an Democrat, and Democrats are immune from the venom of demagogic racist accusations. Or are they?

And my great grand parents didn't come to the US until the early 1900's.

They and their children and their children's children all worked in factories and fields and built a better life for themselves through work.

They had nothing to do with slavery and I refuse to be a target of "white guilt."

True, but until 1829 NY was a slave state and I believe the southern half of Jersey, south of Trenton allowed the continuation of the practice to survive with those who had been slaves prior to a date in the 1820s. Thus there were a handful of legal slaves in the Garden State at the start of the Civil War. Just another silly non sequitur from the dumbest person in the Senate.

Actually, the Emancipation Proclaimation did not apply to Delaware, Maryland, West Virginia, Missouri, New Orleans (then under Federal control) or any state not in rebellion. So Lincoln only freed the slaves in the Confederacy, which he did not control and not the slaves in the Union, which he did control.

Wouldn't Biden's remark be the equivalent of Ted Kennedy saying, "You know, we used to burn witches in Massachusetts."?

Glad Biden is proud of his state's slave owning heritage. Massachusetts was a slave state until 1780 and a witch hanging state until 1692, though few people are proud of it.

My state was a slave state, my state is anything but a NE liberal state. He's talking about DE, and he thinks this will connect him with SC to talk about slavery. He is clueless.

I got it. I finally got it! The only Democrats who have been elected President in the last 40+ years came from Georgia and Arkansas...Southern States. Biden is merely trying to convince the geography-challenged that Delaware is a Southern State...not one of the liberal Eastern States.

Ironically, the two most liberal cities in our state contained the majority of slaves during Massachusett's slave owning history. Those cities of course being The People's Republic of Cambridge, and Mumblesland-Boston.

The Emancipation Proclamation did not apply to slaves living in Delaware since Delaware had not seceded from the Union. Even though the number of slaves in Delaware was rather small (they were outnumbered by free persons of color), Delaware slaveholders were very resistant to any plan for gradual emancipation. Slavery was abolished there only when the 13th amendment took effect, as far as I know (unless the legislature finally ended it during the interval between the end of the war and the ratification of the 13th amendment in Dec. 1865).
