I guess this is a good thing, since the prison systems seem unable or unwilling to stop homosexual rape in there.
Tie a few together and you can strangle someone.

Remember that we also pay for AIDS treatment in prison as well.
So not only are we feeding them housing them and giving them tv.. but also paying for expensive AIDS treatment.

Works for me. If they won't do anything about it, we ought to provide solitary cells so prisoners could sleep without fear of rape. It would be expensive, but hey, the construction trades will need work as housing slows down.

Sorry to say this to the immigration-phobes, but just like our current immigration policy. Rules, Schmools, who follows them anyway.
Those being handed out, If they aren't pre-lubricated, are pretty much worthless.
If this can reduce health care costs for prisoners than it's a move worth attempting.
That's almost as bad as calling it the log ride.
